Why

Even though risk is 1%, the EA still needs enough margin to open trades.
In your tester logs, it was trying positions like:

• 0.65 lot

• 0.80 lot

That is too large for a very small account unless leverage is high and stop distance is small.

So if balance is too low, the EA will either:

• reduce lot size a lot

• skip trades

• or hit margin limits

Minimum balance ≈ 100 × desired 0.01-lot risk scaling
